Score = 70 × √(annual permits ÷ largest annual permits) + 30 × ((clipped growth + 20%) ÷ 40%). Growth is Jan–Jul 2026 versus Jan–Jul 2025, clipped to −20% to +20%. Counts are unadjusted. Different release vintages may include revisions. One-unit permits can include attached homes.
